※announced が過去形なので will も would になるのかと思ったのですが will のままでした。

I totally agree. I would say people instinctively frear the new and unknow. In other words, people tend to fear change. But things change. If you don't change, you can become extinct.
ＮＨＫビジネス英会話でおなじみの杉田敏先生の著書「TOEIC TEST 最新ビジネス英単語1500」で紹介されていた例文です。
